First scoping mission between Ministry of Energy Transition and Sustainable Development (MTEDD) and MENALINKS kicks off close collaboration
In early June 2024, the MENALINKS programme conducted its first scoping mission to Morocco, with engagements held in both Rabat and Casablanca. The visit marked the formal start of MENALINKS implementation in the country and facilitated exchanges with key national stakeholders. Among the institutions represented were the Ministry of Energy Transition and Sustainable Development (MTEDD), the national grid operator ONEE, the regulatory authority ANRE, and the energy efficiency agency AMEE. The mission laid the groundwork for future collaboration and helped align priorities for the programme’s implementation in Morocco.
The central aim of the trip was the execution of a high-level workshop in Rabat, designed to foster open exchange on flexibility requirements of Morocco’s power system. The workshop provided a structured platform aligning expectations and collecting stakeholder input on technical and regulatory challenges. Discussions focused on identifying priority areas for collaboration and shaping the direction of future activities. Presentations delivered by Guidehouse, EGI, and IRESEN provided insights into system-level perspectives and outlined potential use cases. The workshop concluded with a common understanding of Morocco’s key flexibility priorities and a commitment to co-develop a targeted workplan that reflects stakeholder needs and national energy ambitions.
Following the workshop discussions, MTEDD officially confirmed “Urban Smart Grids and Demand Aggregation” as Morocco’s national focus area under MENALINKS in October 2024. This decision reflects the country’s ambition to modernize its grid infrastructure and enhance flexibility at the distribution level.
