New IKI programme FlexMex and MENALNKS leverage learnings to support Mexico’s energy transition
In December 2025, Guidehouse team members travelled to Mexico City to launch the preparation phase of a proposednew IKI programme promoting flexibility in the Mexican power sector, FlexMex. Insights and approaches implemented in MENALINKS were used as illustrative examples in meetings with key Mexican energy sector stakeholders, underlining that increasing flexibility in power systems with growing shares of renewables is a truly global challenge.

The delegation shared MENALINKS achievements from Egypt, Jordan, Morocco, Tunisia, and Türkiye, which were welcomed as an inspiring example of what IKI projects can achieve. Mexican stakeholders highlighted the strong relevance of MENALINKS core topics and approach for their own clean energy transition.
Mexico faces rising renewable penetration and increasing needs for grid flexibility. MENALINKS showed that similar challenges in MENA countries can be addressed through smart regulation, strong institutional coordination, and targeted technical assistance.
Mexican stakeholders showed particularly strong interest in MENALINKS technical focus areas, including storage, smart micro-grids and mobilizing flexibility. The exchanges confirmed that MENALINKS offers transferable insights for countries facing similar challenges in modernising their power systems.
The December scoping trip marked the start to the IKI FlexMex preparation phase. The strong interest in MENALINKS demonstrated the value of sharing experiences across regions and confirmed the relevance of this approach for energy transitions globally.
