Egypt has adopted smart mini‑grids regulations
In collaboration with the Ministry of Electricity and Renewable Energy (MoERE) and the Egyptian Electric Utility and Consumer Protection Regulatory Agency (EgyptERA), MENALINKS has proudly supported the development of Egypt’s first regulatory package for smart mini-grids, establishing rules, regulations, and procedures for their developments and private-to-private investments. With the official adoption of the regulations by EgyptERA Board of Directors on 29 September 2025, developers and consumers in commercial, industrial and tourism clusters as well as remote, border and coastal areas can set up renewable energy smart mini-grids to meet their electricity demands.

Smart mini-grids aim to expand electricity supply and enable remote communities to generate renewable electricity to meet their energy demand. They foster the development of remote areas, establish economic, industrial, agricultural, and commercial activities, encourage innovation, and leverage smart technologies in supply and demand management.
In line with MoERE’s work plan, MENALINKS supported EgyptERA to draft the Periodic Book “Smart Mini-Grids Regulations”. This framework establishes regulatory rules to promote smart mini-grids development in Egypt. It provides clarity on ownership models, licensing, tariffs, and contractual relations, paving the way for private‑to‑private investments and accelerating integration of renewables.
Objectives of the Periodic Book:
The Periodic Book serves as a comprehensive regulatory framework designed to:
Establish clear rules, procedures, and requirements for smart mini-grids.
Enable private sector participation through transparent and predictable regulations.
Create a flexible and competitive environment that encourages innovation and investment.
Support Egypt’s energy transition strategy, promoting expansion and integration of renewables.
These objectives align with Egypt’s national energy strategy and the Ministry of Electricity and Renewable Energy’s vision to accelerate sustainable development.
Scope:
The Periodic Book provides the legal, technical, and operational foundation for smart mini-grids in Egypt, clarifying roles and responsibilities, ownership models, tariff setting, licensing, and safety standards to promote private sector engagement, integration of renewables, and reliable energy access. By addressing these areas, the Periodic Book ensures that smart mini-grids can operate effectively while fostering innovation and community empowerment.
Community Consultation and Stakeholder Engagement:
Prior to finalising the regulations, the Egyptian Electric Utility and Consumer Protection Regulatory Agency, in collaboration with MENALINKS, organised a community consultation session on these regulatory rules before their issuance. Approximately 150 participants attended, including representatives of ministries, energy experts, regulatory authorities, private sector companies operating in energy and infrastructure, electricity distribution companies, and financing institutions (Read more about the Public Consultation).
Discussions centred on drafting the regulatory framework, validating proposed rules, and exploring investment opportunities for smart microgrid projects. Feedback from these sessions was instrumental in shaping a framework that reflects both global best practices and Egypt’s specific conditions.
Outcomes:
Following extensive consultations and technical reviews, the EgyptERA Board has officially adopted the Smart Mini-Grids Regulatory Package, signalling a strong commitment to:
Transparency and community participation in policy-making.
Private sector engagement to accelerate renewable energy deployment.
A sustainable investment climate that supports Egypt’s transition to a green economy.
This regulatory package is a strategic enabler for Egypt’s energy sector and its mini-grids future. It also sets a regional and global benchmark for designing regulatory frameworks that balance national objectives with international standards, fostering investor confidence and accelerating the energy transition.
