MENALINKS Vision Report Jordan
The MENALINKS Vision Report Jordan on 'Industrial flexibility as an enabler for renewable energy integration' highlights the strategic role of the industrial sector in supporting the country’s energy transition. Developed in close dialogue with national stakeholders, the report outlines how demand side flexibility from industry can help Jordan integrate higher shares of renewable energy, manage system constraints, and reduce overall power system costs while supporting decarbonisation and energy security objectives.

Industrial flexibility as a strategic opportunity for Jordan
Jordan has emerged as a regional leader in renewable energy deployment, with solar and wind already supplying more than a quarter of electricity generation. As renewable penetration increases, the power system faces growing challenges related to variability, peak demand, and grid congestion.
The MENALINKS Vision Report identifies industrial demand‑side flexibility as a potential strategic approach to address these challenges. With industry accounting for around 22% of national electricity consumption, high-impact sectors present an opportunity to shift or adjust electricity use to better align with periods of high renewable generation.
Aligning system needs and industrial incentives
The report highlights that industrial flexibility can deliver mutual benefits. For system operators, flexible loads can support grid stability, reduce curtailment of renewable generation, and defer costly network expansion investments. For industrial companies, flexibility can lower electricity costs, improve competitiveness, and enable higher shares of low‑carbon electricity in production processes.
The vision report also reflects the well-defined ecosystem of Jordan’s power sector, highlighting the complementary roles of key stakeholders and differentiated flexibility drivers.
MENALINKS support: from vision to implementation
MENALINKS supports the development of industrial flexibility enabling programmes through data‑driven assessments, policy and regulatory analysis, and capacity building. The programme evaluates flexibility potential across priority industrial sectors, benchmarks international practices, and supports the design of explicit and implicit demand response mechanisms such as interruptible load programmes. Pilot testing and stakeholder consultations aim to ensure that flexibility solutions are practical, economically viable, and aligned with Jordan’s power market conditions.
The MENALINKS Vision Report confirms that industrial flexibility has potential to support Jordan’s renewable energy ambitions while strengthening power system resilience. By providing an analytical foundation and a clear pathway for implementation, MENALINKS activities in Jordan will play a key role to deliver tangible progress toward the programme’s impacts, while working alongside Jordanian stakeholders to unlock the country’s full potential to realize Jordan’s energy transition vision.
