Short Bio

Sara Makrouf is a specialist in international cooperation, external relations and regulatory governance. She occupies the position of Head of the Cooperation Unit and Acting Head of the Communication Unit. She contributes to several regional initiatives and represents her institution within the Institutional Working Group of the Association of Mediterranean Energy Regulators (MEDREG), working on governance, institutional performance and gender-responsive regulatory approaches.

Graduate of SKEMA Business School in France, Suzhou University in China and the National School of Business and Management in Morocco, with a specialization in International Business and Relations, she is currently pursuing a PhD in Strategic Energy Governance and Climate Adaptation.

Sara Makrouf has participated in the coordination of cooperation activities involving more than 50 national regulatory authorities across Europe, the Mediterranean, Africa and international organizations. She has been invited to speak in several high-level events, including the Italian Parliament and sessions organized by the International Energy Agency (IEA). She also moderated major regional gatherings bringing together presidents and high-level representatives of regulatory authorities from the Euro-Mediterranean and African regions.

She is engaged in initiatives promoting women’s leadership in the energy and public governance sectors, contributing to programs supporting inclusion and capacity building.
