Linking ambitious renewable energy development and

efficient sector coupling in the MENA region

Supporting renewable energy integration through smart grids
and sector coupling

The MENALINKS programme aims to support the integration of renewable energy to the grid in MENALINKS countries – Morocco, Tunisia, Egypt, Jordan and Türkiye – by leveraging sector coupling, smart grid and flexibility options.

Sector coupling refers to the link between the power sector and end-use sectors such as transport, industry, and buildings. Making energy demand from these sectors more flexible can create a better match with available renewable energy resources and thereby accelerate the transition to cleaner energy sources. Using sector coupling technologies in a smart way can  facilitate the grid integration of renewables, promote the decarbonization of various sectors and offer benefits to multiple stakeholder groups.

However, despite their potential, sector coupling, flexibility and smart grid solutions still encounter obstacles like regulatory, technical, and financial barriers. MENALINKS supports its partner countries in identifying and overcoming these challenges to unlock their renewable energy potential and achieve their climate goals while enhancing grid integration, operation, and system flexibility.

Responding to power system challenges by advancing sector coupling and smart grid solutions

MENALINKS follows a
holistic approach

Implemented by an experienced and diverse consortium over six years, MENALINKS addresses challenges and barriers towards the large-scale integration of renewable energy and sector coupling from various angles – policy and regulation, technology and innovation, finance and know-how.

The programme follows a modular approach that offers a menu of technology options complemented by considerations of framework conditions, business models, capacity building, and regional cooperation. In each partner country, the most promising focus area for implementation will be chosen from this menu to ensure MENALINKS responds to concrete needs identified by political partners and power sector stakeholders.

Long-term change of structural framework conditions, the development of business models, education and training measures, as well as financing mechanisms are developed and implementation of pilot projects ares supported in MENALINKS, as shown in the graphic below.

Accelerating the integration of renewable energy sources in five action hubs of the MENA region

MENALINKS is implemented in five partner countries of the region: Egypt, Jordan, Morocco, Tunisia, and Türkiye

Countries in the Middle East and Northern Africa (MENA) region possess immense potentials of renewable energy sources. While progress has been made on expanding renewable energy shares, challenges regarding the integration of renewables into currently fossil-fuel dominated energy systems arise.

Joining forces in a multi-skilled consortium of ten international, regional, and national partners

A team effort: The MENALINKS Consortium

MENALINKS is implemented by a consortium which combines excellent knowledge of national energy system contexts, international technical expertise and experience in programme management. Guidehouse leads the consortium.

MENALINKS is represented by national partners in each partner country who make sure that the implementation of the programme is well embedded in the national regulatory, financial and market landscapes. Learning from MENALINKS are multiplied and shared with the broader regional outreach.
